Abstract
The strategic digital city can be understood as a public policy that increases the quality of life of citizens through the application of strategies and public services with information technology. The aim is to analyze digitalization public policies, municipal strategies, public services with information technology and their relationship with the strategic digital city. The research methodology emphasized a case study in Oslo, Norway, considering two constructs and seven variables. The results show that public services with information technology are aligned with the city's strategic axes, characterizing it as a strategic digital city project. The conclusion reiterates the relationship between digitalization public policy, strategic planning and public services, which fosters the digitalization process, urban development and the improvement of citizens' quality of life. It also highlights the effectiveness of the state's actions through the provision of municipal strategies, public services and information technology to citizens.
